Why should a conf. force teams to not play fall sports

I feel a school, if not banned by the state they are in, who wants to have fall sports should be allowed to do so.
Let's say the Left Coast says no college athletics in the fall but AZ says fall athletics are OK as does Utah, CO, Nevada, Idaho and WY- why not form a league with AZ, AZ St, Utah, Utah St, BYU, Boise, NV , UNLV, CU, AF, Sheep and UW. 12 schools whose states say fall college athletics are allowed.
I'd guess that quite a few schools want to have fall sports. The conferences should lets schools opt out then re-form the remaining schools into a workable schedule/conferences.
