MWC versus the old WAC. Which was tougher?

Here's some 46 years of Wyoming football trivia for debate:

Last 23 seasons in the WAC the conference record was 105-73-1 for a .590 average.

First 23 of the MWC the conference record is 63-112 for a .360 average.

0-5 in bowl games in the last 23 years of the WAC. Opponents were Oklahoma, Iowa, Oklahoma State, Kansas State and California.

5-2 in MWC bowl games. The opponents were UCLA, Fresno, Temple, BYU, Central Michigan, Georgia State and Kent State.

The bowls have gotten more plentiful and easier to get into but our regular season conference winning performance is down by 42 in 175 MWC versus 179 WAC games.

That is an average of 1.83 games not won per year. Was the WAC that easy or has Wyoming fielded weaker teams in the MWC?
