Basically this measures wins against NCAA bubble teams and measures how a team would perform against a certain team's schedule. An average bubble team would have 12.09 wins against Kansas' schedule and 14.59 against Kentucky's schedule. For Wyoming it rates that we would -1.07 less wins than an average bubble team.
